New York World's Fair

This item seems to be a spinner. There is a raised dot on the reverse, and the tower on the obverse could act as a pointer. This is much more subtle than most spinners, but the raised dot is clear once you look for it, and it spins quite well.
As far as I can tell, there was a World's Fair in New York in 1939 and in 1964. This token would be from the 1964 fair.
