Not to be Used

24mm, zinc? "Not to be used in any lawful machine"/(blank)

This token is dark, and the lettering is thin, so did not show up well in scan. Is this just a "punch-out" that was carefully labeled so it would not be used as a slug? Or is it some kind of testing token that was not intended to be used by the public?
