It seems that Comp-U-Mech is an electronic coin reader and acceptor for newstands, and since the token is the same diameter and relative thickness as a U.S. quarter, I'm guessing that it was used for testing/demonstrating this product (i.e., if correctly functioning, the mechanism should reject the token, while accepting valid coins).
