Bob writes: I have this token. To give a time frame, on the reverse of the 2"X2" I had annotated that I purchased it 6-1973.
Dale writes: The token commemorates the 10th Anniversary of the Austrian TOTO company. TOTO is a place where you can place bets on soccer matches from Austrian and some European clubs. As far as I know, it was/is illegal to bet money on sports games in Austria. TOTO was the only way to bet without acting illegally, although I am not totally sure about that part.
