Bob writes: I have one, too. The person from whom I got it stated that it was used in Mexico. Sin Valor is Spanish for "Without Value".
There are a number of similar tokens with different numbers. Smaller sized tokens have smaller numbers, so the number may be a measure of diameter.
John writes: I did find out what they were used for though. I work at a rental car company, and we just had an employee transfer over to our store, Ishowed them to him and he said they used to use those as tokens for running the pay vacuums at car washes. [I'm not sure what size/number this refers to, but these apparently are not "sample" tokens, as I was thinking.]
